1 Overview |
You can navigate to the Planning area via the Strategy Navigation button as shown below.
Strategic Community Planning is the high-level planning area. It allows setting up an organisation’s long-term Strategic Plan including the ability to conduct an Environmental Analysis to identify internal strengths and weaknesses as well as external opportunities and threats.
Complete the steps below to set up your Strategic Plan.

The entry of accurate and relevant details in these areas is crucial as it determines the accuracy of the final output of several key system reports such as the Strategic Planning Report and Issue Summary Report.
2. Navigation Pad |
The navigation pad gives an overall view of your strategic plan from goals down to the task.
Go to Planning > Strategic Community Planning > Navigation Pad to access the Navigation Pad.
Click on any one of the element boxes to navigate directly to the associated record (i.e. the specific Goal/ Outcome/ Strategy or Action).
3. Vision |
To enter your organisation's Vision statement follow the steps below.
STEP 1: Go to Planning > Strategic Community Planning > Vision.
Alternately, select Vision from the Strategic Planning Side Toolbar.
STEP 2: Enter your main text into the Detail text box.
STEP 3: You can also input any additional points that are related to the main statement. Just type in the key point in the smaller text area below and click the Add button.
STEP 4: Click on the image placeholder if you want to associate an image with this entity.
STEP 5: Click the save icon. Use the adjacent buttons to edit or delete the saved record.
4. Mission |
To enter your organisation's mission, follow the steps below.
STEP 1: Go to Planning > Strategic Planning > Mission or select Mission from the Strategic Planning Side Toolbar.
STEP 2: Enter your main text into the Detail text box.
STEP 3: You can also input any additional points that are related to the main statement. Just type in the key point in the smaller text area below and click the Add button.

5. Core Values |
To enter your organisation's Values follow the steps below.
STEP 1: Go to Planning > Strategic Planning > Core Values. Or select Core Values from the Strategic Planning Side Toolbar.
STEP 2: Enter text into the text box.
STEP 3: You can also input any additional points that are related to the main statement. Just type in the key point in the smaller text area below and click the Add button.
STEP 4: Click on the image placeholder if you want to associate an image with this entity.
STEP 5: Click the save icon. Use the adjacent buttons to edit or delete a saved record.
These Values are the Organisation's Values. You will also get the opportunity to record core values specific to each business unit (optional) when doing your business planning.
6. Environmental Analysis |
A key element of planning is to understand the internal and external environment that is having an impact on your organisation. This is usually addressed through an Environmental Analysis to identify the Key Issues which are categorised into four different Types: Strengths, Weaknesses (generally these are internal to the organisation), Opportunities and Threats (external to the organisation).
STEP 1: To carry out your environment analysis, go to Planning> Strategic Community Planning > Environmental Analysis or select Environmental Analysis from the Strategic Planning Side Toolbar.
STEP 2: Click the new icon to create a new record.
STEP 3: Enter the issue title. Select the type to which the issue belongs.
STEP 4: Enter a short description of the issue and provide a short analysis on the stakeholders involved in this issue.
STEP 5: You can also record any solutions associated with the issues identified. To do this, type the solution in the text box and click Add.
6.1 Linking a Solution
Solutions you identified during the analysis can be linked to existing Goals, Outcomes, Strategies, Actions and Tasks or may even be added as new Goals, Outcomes, Strategies, Actions or Tasks. Linking a solution can be carried out when you have created a new environmental analysis with a solution or by editing an existing environment analysis.
To do this, click the Link Strategic Plan button and expand the tree on the left-hand side of the screen.
To link solutions, left-click-and-drag a solution from the right-hand side of the screen to an appropriate element on the left-hand side of the screen and release.

Business Rules When linking a solution as a new action through the organisational hierarchy, you will be asked to select the ‘Service Profile’ the action should be linked to. |
Click Save to commit the linkage or Close to cancel and go back to the Environmental Analysis page.
When an issue is added it will be added to the list on the left. Use the filter options to locate items and click Edit to open them.
A Risk Assessment can also be undertaken by clicking the Risk Assessment button. This will then link this issue as a risk to the Strategic risk register for your organisation. This feature will only be available if your Organisation has purchased the Integrated Risk Manager (Camms.Risk®).
7. Goals |
To enter your organisation's Goals follow the steps below.
STEP 1: Go to Planning > Strategic Planning > Goals.
Or select Goals from the Strategic Planning Side Toolbar.
STEP 2: Click the new icon and enter a title for your new Goal.
You can add a more detailed description of your goal in the Detail field. You can then enter all Goals from your plan in the same manner.
STEP 3: Click the save icon.
Setting up of Goals is an integral part of Camms.Strategy® and forms the basis of many links within the software.
8. Outcomes |
To enter your organisation's Outcomes follow the steps below.
STEP 1: Go to Planning > Strategic Planning > Outcomes.
Or select Outcomes from the Strategic Planning Side Toolbar.
STEP 2: First select the Goal that you would like the Outcome to be linked to and click the new icon.
STEP 3: For each outcome, you can also add a more detailed description as well as a target for achievement.
An Outcome ID is assigned automatically once the Outcome is entered.

9. Strategy |
To enter your organisation's Strategies, follow the steps below.
STEP 1: Go to Planning > Strategic Planning > Strategy.
Or select Strategy from the Strategic Planning Side Toolbar.
STEP 2: Select the associated Outcome from the drop-down list and click on new icon.
STEP 3: Enter a title and other information as relevant.

Though the Title field is the only mandatory one, it is recommended that more information is included to take advantage of the many links available. These links enable a number of different reports to include the Strategies, as well as underlying Actions. |

STEP 4: Other Agencies may also be entered after the Strategy has been saved by clicking on the Other Agencies button, and entering them into the Other Agencies screen.

This completes the setup of the Strategic Community Plan. As you can see, a number of links have now been set up within the plan – Strategies link to Outcomes, and Outcomes link to Goals.

If you want a ‘bird’s eye’ view of your complete planning structure, you can go to the Navigation Pad from within the Strategic Planning menu. It allows you to follow the linkages from your highest level strategic goals through to your lowest level actions. This is a powerful tool to easily see how the actions that you are responsible for fit into your organisation’s goals and the strategic plan. |
9.1 'Move To' dropdown
The ‘Move To‘ function allows for movement of goals, outcomes, strategies and actions to different elements.
The ‘MOVE TO’ function is generally used only after a minor amendment of the Strategic Plan where some goals, outcomes and strategies have been amended and renumbering is required. Once your plan has been formalised further changes should not be usual.
Click on the Move To dropdown and select a new ID number and the element will be moved and automatically re-numbered.
Changes cascade downward. For example if you move a goal changes will cascade down to its outcomes, strategies and actions. The Move To ensures that any linkages, for example risks or Key Performance Indicators remain linked to the relevant planning hierarchy (which may now sit under a different level or have a new name and number).
Changes in the organisational hierarchy can be accommodated simply by changing the linkage. For example changing the Directorate a business unit belongs to.
