Email notifications are not being generated for 'completed' actions

The Audit "Recommendation Completion' standard email notification will only generate if the completion date is entered (it does not look at status specifically). It triggers the email when recommendation has had an entered date value for "Recommendation Completion Date" or "Confirmed Recommendation Completion Date"
