A few things:
Period view (Period or YTD) in EIS has to align with the KPI period view: example to view the period of Jan-June, you need to show for June.
For Period view - the date to will still need to reflect the end of June as well.

The "Linking" area indicates that the KPIs are linked at business unit, directorate and organisation level. However in EIS, no KPIs are appearing for any of these levels. Can you explain.
